Okay, one of the reasons it's awkward for Kim to pickpocket in Milliways is that she stands out among all the late 20th/21st century types, so if she steals something, her only real option is to quit the bar ASAP.
But if everyone in the bar is dressed in Victorian clothes, she'll blend in. Technically, she's about 90 years earlier than everyone else, but how many people are really going to be able to tell the difference between an Edwardian street-waif and a Victorian one? The street-waif part is still kind of a giveaway in the bar, but the concept is solid.
Three more reasons the idea of a mild pickpocketing spree really appeals me: First, it adds realism to a 1905 setting, for the benefit of the plot as a whole. Second, Kim is currently in somewhat dire straits back home; she's trying desperately to make enough money to eat by doing odd jobs, and getting by on the occasional stolen apple, discarded meal, or charity. Picking up a watch or other trinkets would make her the money to survive for a fairly long time -- and she needs to survive for another two years so that Mairelon can pick her up. She could do that in London, but she doesn't have anyone to run interference for her, making it too dangerous.
Which brings me to my third reason: poking at the bar's rules. There is nothing in the bar rules that can be interpreted as forbidding stealing -- and you can be sure that Kim has noticed. The closest it gets is "no violence," but bumping into someone isn't violence; stealing a little money from someone who can afford to lose it isn't violence. How would Security, or the Barmen, deal with a petty thief? Which means, of course, that I'm willing for Kim to get caught and get in a mild amount of trouble; it's far better that she get in trouble in the fairly liberal, relatively safe environment of Milliways than in London.
